If you own, or plan to purchase a “GMRS” radio and you live in the United States, you will need a GMRS license from the FCC. A GMRS license is not the same as a HAM radio or Amateur Radio Operators license, and there is no test for a GMRS license – you simply purchase the GMRS license at the FCC website, much like purchasing a fishing license.
The cost for a GMRS license is $35, its good for 10 years and it covers your entire immediate family. The FCC will issue you a GMRS call-sign, which you, or your family members will use to identify yourself at the end of a transmission, or at least once every 15 minutes if you are in a long conversation. The only other “rules” are that you cannot transmit obscenities, you cannot purposefully interfere with other people or be a nuisance, and you cannot broadcast music – you may also only use a FCC Part 95E Type Accepted radio – all radios for sale in the united states that are labeled as a “GMRS Radio” are FCC Part 95E compliant. You may not transmit on GMRS frequencies using most ham radios – for example, a Baofeng UV-5R is not legal for use on GMRS frequencies. If you are a licensed ham radio operator you must also obtain a GMRS license – a ham license does not authorize you to transmit on GMRS frequencies.
Although there is no test to get your GMRS license, many people consider negotiating and finding your way around the FCC website a test in itself – some even say it is harder to find and fill out the forms for a GMRS license than it is to take the HAM-Radio Operators License Exam! The FCC website is a dumpster-fire that is probably the most difficult to use, least user-friendly website you will ever find – this is your tax dollars at work! Basically the FCC website sucks in every way possible – this is why I have put together this step-by-step guide to buying your GMRS license.
The FCC website is used for many things, obtaining other licenses, etc – so the first thing you must do is create a general FCC website login. This login is called your “FRN” or FCC Registration Number – you will use the FRN to log in to the FCC website.
How To Apply For A GMRS license:
Point your web-browser to the FCC website at: https://apps.fcc.gov/cores/userLogin.do and click on the REGISTER button.
This will take you to the new FRN form to enter your information:
After filling in and submitting the form the FCC will send you an email with a link to click on to confirm your email address – if you don’t see that email be sure to check your junk/spam folders. After confirming your email address you can then log-in to the FCC website with your “FRN” account here: https://apps.fcc.gov/cores/userLogin.do
After creating and logging-in to the FCC website with your new FRN, you can now purchase your GMRS license.
To request and purchase your GMRS license go to the License Manager page and sign-in with your FRN/FCC Registration number and password, then click Apply For a New License in the left-side menu section.
On the next page, in the drop-down list, select “ZA General Mobile Radio (GMRS)”
On the next page, “Applicant Questions”, most people will select “NO” for “Does this filing request STA (Special Temporary Authorization) ?
For “Fee Status”, answer “no” to “Is the applicant exempt from FCC application fees?” and “Is the applicant exempt from FCC regulatory fees?” (unless you know that you are exempt – if you don’t know, then you are not exempt)
On the next page, fill out your name and other information that you want associated with your GMRS license – remember that everything entered here is public information. Click the CONTINUE button when complete.
The next page asks if you have been convicted of a felony. Being a convict does not necessarily prevent you from receiving a GMRS license, but the form asks you to explain the circumstances of your conviction. When complete, click CONTINUE in the lower-right.
The next page will ask you to review your application information and allow you to change anything by clicking the “edit” buttons on the right-side of each section. After confirming that everything is correct, click the “Continue To Certify” (FCC speak for “give us your money”) button.
On the next page “certify” that everything is accurate and click SUBMIT. You will then be taken to the payment page. You may be asked to log-in again with your FCC ID/FRN and password.
Select your payment method and follow the on-screen prompts. Once completed and after your payment goes through the FCC will send you an email when your license has been granted – This usually takes between 2 and 5 days.
To check the status of your license or to view/update your licensee information, just log in to the FCC website here: https://wireless2.fcc.gov/UlsEntry/licManager/login.jsp and click on the “My Licenses” or “My Applications” link on the left-side menu.

Wow, you were not kidding. As of April 29, 2022, everything in your guide works- until you get to the payment screen. Had to log out of everything. Log back in, and after numerous screen jumps, and secondary logins, got to the point where they actually ask to take your money. It has indeed changed to $35 now. Yeah, I just got on and it was painful. I’m sure it has all changed for a better “user” experience.
The same thing happened to me plus the FCC site said it had detected errors and logged me out an extra time. What a terrible web site. The FCC should be embarrassed. Confirmation took several hours after paying with a credit card. any private enterprise would go out of business using this system.

Great instructions. I got stuck on two computers with it not loading the payment screen on both Chrome and IE. Called into the FCC and the nice lady recommended FireFox and i was able to submit the payment.
I have a similar problem right now and am using Firefox. I submitted The credit card info. I got an error screen and have not been able to see whether or not they are processing the payment.
07/01/2023 – Firefox completely crashed and burned. Chrome worked. Be sure to clear your caches first.

Thanks, Randy, for the step-by-step guidance. No wonder the gmrs fee is still $70: It must cost a fortune to maintain that ‘system’. I managed to buy my license on an Android phone using the Brave browser, so it can be done. (The ‘system’ kicked me out a couple of times, so it took about 40 minutes.)
Thanks also for your many edutainment videos: They convinced me to go gmrs and to buy a Wouxun radio. I just wish my departed uncle, an aged ‘happy’ ham with top-shelf Collins gear, could have seen them. He would have marvelled at (& taken apart) a radio or two and then repeated his view that the best gear is that which gets you connected.

Am I missing something? I followed the first steps for creating an account and verifying my account via the automated email, but that was just to create the account. That doesn’t appear to have given me the FRN required to actually get the license. I have an account based on an email, but where do you get the FRN?
At the user home page, I had to “Register New FRN”. That step appears to be missing from the instructions.

I get through the first page and then confirmatory email arrives. I clicked it within a minute and it keeps telling me that it has expired already (supposed to be 24 hours). Then I try putting in my email for a new confirmation, and it tells me this is not a valid email, even though I just received the confirmatory email from then already to that address. Any thoughts?

Follow up – received my GMRS license in 2 days! $70. Changed my mind on radios and placed my order with Better Safe Radio for the KG-UV9G Pro GMRS since I expect to use the radio for more than GMRS. Studying for my Technician class now. Biggest challenge for my area is the lack of GMRS repeaters. Reaching out to the local Ham group to get involved and work towards adding GMRS repeaters to the existing repeater network. As Randy said, it’s all about line of sight and we have plenty of that in Kansas. Excellent tall buildings to host repeaters on, too. Looking forward to using GMRS in Colorado on the Alpine Loop!

Wow. That website is a pile of Wet Richards. You now have to create an FCC COres account then you can create an FRN account. What a mess.
I followed the instructions above, thanks, for a simple individual gmrs, the online payment has cleared the bank. It is now day 6 and still no response. The status of the application is still “Pending”. I have not seen that there is anything to mail in to the FCC. In the FCC website it says simple applications are usually auto approved but others may take up to several weeks. I didn’t see if there was a way to contact someone to inquire if there is a problem. Any advise?
I paid $70 twice because the website wouldn’t give me a status of my application. They really need to outsource the website.

Why oh why did you have to make dealing with the government so easy and simple, this has set me up for failure in the future.
Just tried to follow this and it seems like I am either stupid (likely) or missing something but I did not get an FRS number so I am stuck on the step to sign into the License manager. I got signed into the site no issue after confirming my email address but then is just STB. So there seems to be a disconnect- in my brain- or is there some sort of time frame we have to wait to get an FRS Number.

Wow that was an experience I’ll never forget well I got through everything and a day and a half later they sent me an email saying that if I want to view my grant to click a link but the link doesn’t work then it says if the link doesn’t work to go to this next link and now I’m lost but was wondering will they still just send me my call sign or do I have to go through a big maze to even view it.

Just applied for my GMRS license and have a Baofeng UV-9G on it’s way. If nothing else it’ll be a great way to keep in touch with family members, and if I go on a Jeep run it’ll prove even more useful. That being said – the FCC site has upped their dumpster fire game and getting to the payment screen takes some extra effort now. It really is a test……of our patience.

FYI if anyone gets kicked back to the login page repeatedly when attempting to pay, you can pay by logging in and then going to:
manage existing FRNs -> Manage FRNs -> FRN Financial -> View/Make Payments -> “Awaiting Payment Completion” Tab -> Make Payment
If you get stuck or cant figure it out, you can call the FCC and their reps will walk you through how to do it or reset things on their end.
Thanks so much for this guide, Randy! I’m a soon-to-be brand new GMRS “Cool Kid” having just ordered a BTech GMRS-Pro based largely on your review and using your… affiliate link. I then immediately applied for my GMRS license using this guide (on 2/2/2023). Wow… you weren’t kidding about that FCC website… what a cluster-F!!! I would never have been able to navigate that mess without this guide – and I’m a software developer! Everything worked pretty well until I clicked the link to make the payment – where it then through me completely out of the website and I had to log back in and figure out where to go to submit the payment. Luckily I did and the payment went through OK – and I even got a confirmation email very promptly. The good news is – even though the website said it would take 2-5 days for the license to be granted, I got the email saying it had been granted in less than 12 hours, so kudos to them for that at least. They REALLY need to redesign that awful website though. Thanks again for the help. I’m really enjoying and learning a lot from your videos. I’m a new Jeeper as well (bought a Gladiator a few months ago), so I’m watching that content too!

Randy, when I hit the login page with my username and password it takes me to a “cores” user home page that asked me for my 10 digit FRN number. It won’t take a username/password answer and let me proceed. What did I do wrong?

In other news, Randy I watched the video about using Chirp and your twin brother Randall seems like a heck of a guy and unfailingly polite as well as well-spoken and spellbindingly articulate and his eyes even move about, I found myself wanting to have tacos with him while talking overland stuff! You should have him on your channel more often that would be awesome. I hope I did the right thing by using the hamregistry address I was given because it was in the contact page and oh well, once you have to put your SSN in they have your address anyway. The fees have finally dropped to $35. I just applied for my GMRS license after being youtube certified as an official youtube GMRS expert. I am awaiting confirmation and my wooxin KG 935G radios to arrive from the affiliate links that were below on said certification videos. Thank you for the simplicity and the sarcasm.

For anybody still trying to navigate the fcc website, just know that if you click on the licensing and registration tab, everything comes up in acronyms so you’ll need to go to CORES to register and then ULS (universal licensing system) to apply. Then everything still pretty much flows like Randy’s rutorial.

Looks like the FCC’s system changed and this tutorial is out of date. It seems the system changed for the worse with less connection between tasks of registering FRN, then registering the license, paying, and viewing status. On one form, they ask for the FRN number, but you can’t submit the form unless you click the edit box and see an unusual, custom dropdown menu appear that actually has both the FRN, a space, two dashes, and your name on one line. You need to click that line in the dropdown or else the form submit button will turn your mouse cursor into a red slashed circle (like no smoking sign) and you can’t get to the next page. What a disaster.

That is correct – The standard UV-5R is a ham radio and the FCC says that to transmit on a ham radio you must have a ham radio license and transmit only on ham frequencies (not GMRS frequencies) – Most new UV-5R radios will not even transmit on GMRS frequencies. There is a new version of the UV-5R named the “UV-5R GMRS” which is permitted to transmit on GMRS, but otherwise, the UV-5R is a ham radio…Not GMRS.

After three hours of trying to get their GMRS license, all the confusion, dead ends, errors and frustration,

That was super helpful. I already had my HAM from 7 years ago, but have never been able to figure out how to change my address. I’m not a sad HAM, more of a Coke & clove glazed HAM. This helped me update my address (we’ll see if it actually worked in a few days), and apply for my Gimme Money Really Soon license. I know nothing will really happen if I don’t have them, but it’s a small price to pay to keep sad HAMs from judging me.

I aborted the first try because I noticed I didn’t enter my call sign, I found where to delete that first try and tried a second time, completed but when I tried to pay I have 2 of the same $35 charges with the same Remittance ID and FRN number, I paid one but the other charge is still there. FAQ and help are useless. This website must have been built 20 years ago, it sucks but better than the FAA, 5 logins, $800, 4 days to fly a drone..

You were right. The FCC web site is HORRIBLE!! People were not kidding. I could not have navigated this process without your guidance.
I used your info to get my license but I also had to contact fcc support due to an error on their site to complete the process.
